LA Café is located in Ermita, Malate District in Manila. It is legendary in the city for several reasons. The first one is because it is open 24/7. If you are really desperate to keep on partying and drinking late after a night out, this is where you might end up. The second reason is because it is a headquarter for prostitutes in Manila. For this reason, if you are really desperate for sex, this is where you might end up as well. The third reason is because it has been a meeting point for expatriates and travelers in Manila since 1999. They've even created their own merchandizing, kind of like Hard Rock Café did.
That said, I found LA Café to be quite a sad place to be. I was there at 7am in the morning if I remember correctly and all I could see were mid-aged alcoholics and tired prostitutes. Some people were watching TV, other were eating, and a few playing pools. It might be more cheerful if you come when they have a live band. It is also popular for watching sports.
Overall:
This is the kind of place that older expats might enjoy if they want to remember Southeast Asia bars from the 90s. It is also an option for after hour party in Manila. Personally, I won't return.
