A strategic location to stay near Hanoi nightlife is around the Saint Joseph Cathedral. It is very central, near from all the tourist sites, 200 meters from the airport bus shuttle, 1 kilometers from the train station, and walking distance from 70% of the night spots of the capital.
I was staying in a mid-range family-owned guest house called Hanoi Old Quarter Homestay. The value for money was great (35$ for a large, modern room with double bed), but it is a small property so you don't get a lot of privacy.

Apricot Hotel: New property in a renovated colonial building, rated 9/10 on Agoda, just in front of Hoàn Kiếm Lake. Price: Starting $120/night.

The Chi: A boutique hotel with 42 rooms offering great value for money. You can get a double room for only $60 on Booking.com.
3- Star and 2- Star
Splendid Holiday Hotel has small but clean rooms for less than 30$, just behind St Joseph Cathedral.

There are plenty of backpacker hostels in Hanoi. A few are particularly recommended for party people such as:

You should know that many hotels in Hanoi (or in Vietnam in general) are not girl-friendly or guest friendly. This means that they will not accept if you bring a female guest in the middle of the night if she was not part of the initial booking (and especially if she is Vietnamese). Some may go as far as not accepting you to share a room with a female guest if you are not married.
For instance, among 5-star hotels, the Pan Pacific is not girl-friendly (but the Intercontinental and the Sheraton are OK).
If you can't afford these, I recommend you to choose the A25 budget hotel chain. There are at least 5 of them in Hanoi's city center, and not only they are girl-friendly, they even allow guests to book a room by the hour (short time).

Near from Ha Tien street (heart of Hanoi's nightlife), rated 7.5/10, $32 for a double room.
100 meters from the Old Quarter, rated 7.6, $33 for a double room. Fast Wifi.
In between the West Lake and the Old Quarter, rated 8.5/10 and with price of only $26 for a double room.
For all properties, the price for renting a room short time is VND180,000 for 2 hours.
Fortuna Hotel ($160 per night) is the most reputed with its naughty karaoke (Boss) and its spa (De Palace).
Oasis Hotel and Baoson Hotel are cheaper (around $80 per night) and each of them has a spa with "happy ending" services.
If your budget is really tight, you can go to Windy Hotel ($40 per night).
